What's that cable running up to the saddle? Remote poplock for a suspended seatpost or something?

Looks beautiful and I need those forks in my life, but I don't understand the thinking with the curved top tube. Stand over clearance is reduced on a fat bike due to the taller tyres and some companies (907 and Fatback) curve the tube the other way to improve stand over. The Sandman design only makes it worse. Why? :? :? :?
Wider stays to accomodate the tyres plus a wider hub and BB shell too
