Help needed to identify CAnnondale Frame

hi, I need help identifying a frame that I found in a sales announcement.
is on sale as a frame for gravel bikes, the seller says it is an "optimo" frame
I cannot understand if it is suitable for the rear disk and if it can mount wheels 700c
I apologize for my poor English

I thought the "Optimo" was a road bike?, the Optimo does not have a wishbone rear end, nor does it have V- brake mounts.
I don't see a disc mount on the frame.
I think the frame is maybe a mtb or cyclo cross frame... And the fork is a later addition.
As it's all been painted to match, it could be tricky to identify it.
I don't know if it is even a Cannondale frame?
Does it come with the rear mech hanger? I don't see one in the photos?
