How do you measure a wheel?

I've never thought about this before. I have a TT bike with a smaller (than the rear) wheel at the front. It is a full disc so handling on an anything other that totally calm day is "interesting".

Is the wheel sized to the Tyre? So, when we talk of a 26" or 650C wheel, that is the size of wheel needed to fit a "26" or 650C tyre?

I want to find a spoked wheel in the right size. Do I get this information from the tyre?

I wonder how available that size will be in tubular form?

is it a tub or clincher? if it's clincher, then this might help: http://sheldonbrown.com/rim-sizing.html

if it's a tub, and smaller than the rear wheel, then it's 99% certain to be either 24" or 26"

Is this the Gazelle? If so then I think that it is a 650/26" wheel and if it is then a spoked wheel shouldn't be a problem as it is the same size as used on Triathlon bikes. Clincher or tubular should be available.

Fit a spoked wheel and then you'll be able to ride it in Time Trials as originally intended.
