Looking back at my photos, it's got a lot of similar features to my (previously owned) mid 70s Paramount, and my (previously owned) 82 Mercian.
Although the numbering doesn't look like Mercian and I don't think Paramounts were numbered, so maybe whoever built it used the same lugs/fittings.

That's a nice frame with some nice touches. Looks to be 1970s as @3wheeler7 says.

Looks 70's with plain Italianate lugs and brazed-on bottom bracket cable guides. Semi seatstay wrapover seems to be an english thing.

Similar to the Pennine 'Italia' model.

TBH, it could be from any number of builders. The fittings are all 'standard' for the era but the seat stay tops are somewhat individual but by no means unique. Whatever, it looks to be a nice frame that would benefit from some TLC and quality period components.

I'd think the 4 digit serial number would likely indicate a smaller builder, but as others have said there's nothing unique enough to easily pin it down to a particular name. Looks mid 70s to early 80s to me. It should come up very nicely after a respray, anyway.
