Well i have checked the ratios and as the lower four cogs are fixed it is the top three that have been messed with .
so its a 28 to 18 then a 16 a plain spacer ring then a 14 and finally a 12 with built in spacer :D

To me I think it's just missing the 11t cog. Could be wrong as I can't quite remember the ratios they came in but most I've had started with 11t. If that's the case, you'll just need an 11t cog and a lock ring compatible with it as the 12t lock ring will be too big.

8s w. 7s shifters can be made to work if everything's clean, no slop (wear) in the derailleur parallelogram + cage bushings, and set up properly. It is nowhere near perfect. Maybe you cant't notice, but I notice the shifting falls off at the top and/or bottom of the cassette if the upper pulley is dirty or there's wear in the bushings.
