WTD: Small Frame + Forks - 20 inch Effective TT

Looking for a frame+forks for my (large) 9yo stepson. He's just outgrowing in height terms an Islabike Beinn 24 which has a 19 inch effective top tube, so in order of importance, I'm looking for:

* Suits 26 inch wheels
* Around 20 inch effective top tube - horizontal c-c back from centre of headtube to seatpost
* Rigid forks with V-bosses
* Sloping top tube
* Headset included
* Seatpost included
* BB included

Would consider a part or complete bike, but prefer frame / forks / headset / seatpost as I want this to be his first build project
