Supposedly its due to king not wanting to buy the license to use the cane creek split race and is associated more to do with longer travel forks.
I read that the top race doesnt always stay centred.
Doesnt seem widespread but it also looks as if its not a low number of cases.
The scuff washer is meant to be a solution to this problem and king recommend replacing the scuff washer and top race ( i think) once a year!
On my king there is scuffing on top of the top race...
