WTD 25.4 --> 31.8 bar shim

Yes they exist. I have teh straitline ones (see crc) here somewhere but dont recommend them.
This may be ok but suffers the same problem as teh straitline ones in that it isnt 2 pieces so has to be flexed around a riser bar;

I see it as a good way to futureproof by buying 31.8 stem if you can - that way you have a choice for both as many bars are now 31.8 but not all.

Hi, they certainly exist, I bought one yesterday in W-ton £6.99 but he let me have it for £6. It is silver and two piece, Haven't tried it yet but will do in near future. This has been a bit of a problem for me and I resolved to make a few in future, I have three O/size stems and the same number of 1" bars. Hope this is in some way helpful.
