Prisons need to be sparser, punishment stiffer, police more brutal.

Officially we don't have open prisons here, but the amount of escaping inmates shows that they're not that closed either.

I would agree with a phased system, where depending on your crime, you 1st go to a tough prison as punishment for x amount of your time, then the rest of your time you spend in an open prison to reform and hopefully not re-offend.

I believe in punishment and then reform.
