brazil has a food voucher system, im not sure how it works but councils give them out to the poor in return for work like street cleaning. the supermarkets there also make up a big bag of esentials for the month for food like cooking oil, rice and beans ect and keep the price low. all you have to do then is get meat and veg for the week.
i think supermakets here would rather put good food in the bin than lose the profit they could be making.
