I saw that one here in France. Homemade and very neat. I would have loved to chat with the owner but he never showed despite me being around his bike for 15 minutes.
The "frame" is made of a 40-50mm thick plywood board and some aluminium plates to attach the fork and the rear stays. You "only" need to know how to saw, fold and bolt !
