After suffering five punctures on four outings at the beginning of the winter I fitted a pair of Swalbe Durano Plus to my Raleigh which I use for most of my winter riding. These are puncture resistant in the manner of their Marathon Plus so are pretty heavy but with a slicker tread and perhaps a softer compound. Despite being a bit slicker than those in the links, they feel great to me and so far after a few hundred miles, no punctures. Recommended.
 
Have been using Schwalbe Durano plus for the past few winters and very happy with them, no punctures yet and on my second pair in approx 3-4years.

I spend all of £26 on a pair of Schwalbe Lugano clinchers each autumn, then throw them in March when I go back to tubs.
They've done well for the last three years, which probably means a first puncture in the morning!

I like Panaracer Paselas for the rough stuff. I have them in 28mm on a few bikes, but they are also available in 25mm.

And they have nice tan sidewalls. Well, at least they did when I mounted them ...

Third winter using Michelin Classics. You basically want something that isn't soft or sticky so that the sharp little bits of flint and grit don't stay stuck in the rubber. So don't get Michelin Pro 3, because they were a royal pain in the proverbial during the winter!
 
I'd recommend Vittoria Rubino Pro's. I've put about 2500 miles on a pair of these this winter with no issues and no punctures. They don't have a deep tread pattern but they grip well.
