I've just got an Endura Stealth (christmas pressie) which is a waterproof softshell and it's done both jobs fine so far. It was warm enough to ride with just a merino base layer on last weekend, kept the melting snow off but I haven't tried it in torrential rain yet.

The best things about it are that it's quite slimming and makes me look like Tron

At this time of year I use two jackets. I usually wear two thin layers underneath and a very lightweight Pearl Izumi windproof (£40 from JE James). This keeps me pretty comfortable unless it gets very cold or rains. My other jacket is a GoreTex Paclite (£60 in the sales) which goes on when the temperature really drops or if it's raining. Both pack down really small so I wear one and keep the other in my pack.

a massive thank you to all the people who took the time to reply,
