What spacers for an old 7speed cassette on a modern wheel

I want to get my old Raleigh Peak in a decent condition for wet winter commutes.

It has the original wheels but they are shot, they have been serviced, the hubs are pitted internally and the rims showing signs of thinning.

I have some modern (albeit very cheap) alu wheels, they will fit in the frame, however the rear cassette has a lot of movement.

Can I set it up with spacers, what do I need to make an old LX 7 speed MTB cassette fit on what I presume is a 10sp compatible free wheel. I am sure I tried it with the cassette and a regular spacer, but its not enough.

Re:

You can buy a spacer, but it is really nothing more than one of the spacers from inside a clapped out cassette.

Re:

I had a pair of NOS Atek rims made up into a wheel set with modern T780 hubs. These are 8/9/10 speed compatible and I bought a 4.00mm spacer off eBay to pack out the 7 speed cassette.
