what size frame

What size frame should I have my inside leg is 33" and im 5"9"". Do you have a bigger frame than you would on a mtb?

modern sloping tube or older flat top tube ?

flat top tube. Only reason I ask is I measured the frame on my racer/work hack today and its mahoosive. I knew it was a fair bit bigger than my mtb but its 23" where as mtb size im a 16"
