Welds look like titanium to me: aluminium would be a much bigger weld and wouldn't have all that fiddly work round the dropout.
As a standard guess it's a mid-90s generic Ti frame made in Russia. Nothing wrong with any of that at all.
Later (from around 2000) they tended to be sourced from China, XACD in Xiamen being a common source. More detailed photos help.
