what modern 700c e-stay did I see yesterday?

In Cambridge yesterday at the Cherry Hinton Festival (mini whirlwind took out 7 gazebos!) and spotted a flat bar 700c bike with discs and and elevated stays.

All matt black but too far away to make out decals.

Any ideas?
