I have no idea what it is. Looks like it has some terrible paint brushed onto it. Some sort of touring bike, extra bosses below the downtube. And look at the cable routing!

Looks like a cheap low end frame by the dropouts and flat plate brake bridge, reckon someone got busy with the blowtorch and added the rest
