I don't know what it is officially called but I know what it is. It is for putting over concealed brake cables under handlebar tape to smooth them out, used before grooved bars became available. I have a few lengths in a drawer. Never used it even with non-grooved bars as I found it unnecessary.

Well, Shimano call it "outer cable guide":
