Yes...Andy Powell was pretty old school.
Still used those pressed steel Campagnolo cable guide thingies. He probably had 100s quietly rusting in a drawer.

I agree the geometry is similar to an Overbury's Pioneer of the era, though the brake placement on the chainstays and the fork remind me more of a Bromwich (image stolen from @narcotitlan 's thread here - https://www.retrobike.co.uk/threads/1988-fillet-brazed-bromwich-531-sold.379920/ );

I have just joined this group as I still have my Bromwich bike from the 90s with Reynolds designer select tubing.
Yes, I agree the forks were similar to ones I had before I destroyed them in a jump and replaced with Kona project 2s as below.

Its A tom Bromwich handbuilt bike though seat is not original or forks. I went up to Coventry and specified the design, copying Dave Yates design 'the really green mean machine' and Overburys concepts I think. Its Hand brazed by Tom. I did specify a shorter chainstay though at 16.5 inch but ended up with 17.

Just had a look at my copy of the book...

I can't see any reference to the bike or rider on the front cover.
The front cover photograph is credited to Phil O'Connor.

Rear cover shows Torr and Glaskin on their Himalayan expedition.

Jeremy Torr (built for the expedition) | Rattus K2 - Reynolds 531 SL aerodynamic tubing and Sturmey Archer hub brakes.
