What’s this lugged beauty?

I started off thinking it’s a Hetchins due to the lugs/fork crown/brake bridge and seat stays wrapping over. Can’t find any lugs that look like these though.

Maybe the lugs are hand-cut?
I dont think I've ever seen any like that.
Looks like a harden front hub, airlite rear?
Always a shame when a nice frame like this loses its identity

Hand cut like Harry Butler hand cut do you think? It’s got the look of something mid transformation. I guess there are plenty of other builders who made fancy lugs, it’s only Hetchins I’m really familiar with.

Just spent some time looking at Hurlow frames. Does have a lot of the same features. This one definitely looks 1950s to my untrained eye.

The etching on the handlebars reminds my of some I've seen on higher end Dawes bikes? But I don't recall them having lugs this fancy (or wrap over stays)

It's not a Condor I think.
Bill Hurlow did 2 lugs sets for Condor - No 1 and Superbe



The middle spearpoint is differnt in both cases

Can't quite see the rear brake bridge - is it curved or straight ?
But the curved out brake adjuster support above it is unusual.

Only match i've found to the rear is a 1965 Condor Italia - https://www.ebay.co.uk/itm/115858148150
