I was at Waterloo station on Saturday and nipped out for a smoke. I was surprised to see all of the bike racks full and chained off.
Do commuters leaves bikes there over the weekend? Or have they been dumped? The locked chains made it look a bit of a palava to get in/out.
Anyone know anything?
