I dont understand, how can a shim allow a bigger steerer tube to fit in a smaller 1 inch hole of the frame???? Also what does spindly mean lol.

Shim a 1" steerer to fit a 1 1/8th crown. Not rocket science ...

Re:

So you get a new 1 inch steerer tube and put the shim onto it? And then bang the shimmed tube into the forks? Im clueless when it come to bikes sorry. So does the old steerer tube come out easily do you need a press or something like that is there a curclip or something

Ok I'll.explain it easy...

1) Most Pace forks you can use different steerers in
2) you undo bolts, steerer comes out - easy
3) If you want to use a smaller diameter steerer, just slide it in with a legit Pace shim
4) tighten bolts
5) job done
