W.P.Newton. HELP

Good day all. I dragged this out of a skip a few years back and would like some more information if possible.
W.P.Newton writing and the badge on the steerer tube are hand painted. I think the gear lever bosses and components are a later additions to an older frame.
There is some older pale blue paint in the steerer tube.
Numbers on the BB and steerer are 7009. The rear drop outs are Simplex.
So far I have discovered that WP Newton operated somewhere out of Acton late during the 1950's and 1960's.
Can anyone enlighten me further, in particular dating the frame.

Pictures would be really helpful :) I don't recognise the name as a framebuilder so might be a shop who bought frames in?

love the lugwork and detailing nicely rounded off by the gold lining

looks nice , what are your intentions
 
The frame has some dents which I have filled with silver solder. The main ones at the top of the seat stays on the inside faces, a strange place to sustain damage.
Also the quality could be better but lots better than some. No idea what the tubing is, tis light though.
I can feel a path racer coming on. Hub brakes, hub gears and dyno. A pair of upside down North road bars. Old canvas saddle bag. Moustache twiddling splendid
 
There was a W.P. Newton for sale on eBay recently with black paintwork. The decals on that one were completely different, I'll see if I can find the link. Difficult to tell from photos, but this one looks repainted and the lug lining is very heavy. Possibly it's had a previous restoration and new identity?
 
...........those frame decals look like the olde-worlde transfer one we used to sell in our bike shop, are you sure they are hand painted?

Further paint removal has revealed some dark blue on the steerer tube around the lugs and more pale blue. Possibly had a dark blue steer/head and pale blue frame.
Midlife, what look like decals are hand painted, each one is slightly different and I can feel the ridges from the brush work.
Robbied196, I suspect you are right that the frame is something else repainted and badged as WPN as the head badge is a bit different from another WPN I have seen, but that might not have been correct either?

Any of you chaps know when gear change bosses came into use and when those old cable guides stopped being used? I think the bosses are a later addition.
