Very unfortunately indeed, this isn't a size 17 as he believes - it's a 19.5. Might suit you better though?

Note that the geometry chart is much later, quite recent in fact - at that time, the sizes went 16, 17.25, 18.5, 19.5.

Also it's a 1995 frame, not 1996.
