what on earth is it for?

I think it sits in the frame between the top tube and seat tube, so that when you sling your bike over your shoulder to carry it, you've got some nice comfy padding?

Sorry the price bothers some of you, but it's New Old Stock, never been installed, from the mid 80's and they don't make them anymore I love forums when they are informative and truly advocate our interests/hobbys and this looks like a great forum..
