It doesn't look like a 22 does it? I think he must have taken the size from the top tube c-c. Which is actually a very sensible thing to do IMHO. It's just a nuisance that the bicycle industry does something different.
It's a 1992 frame in fact - the colours often used to come out different from the catalogue pictures in those days, but I guess that's lime green to a Taiwanese eye.
The head tube looks like a 15cm to me, in which case it would be a size 19 according to the 1992 geometry.
