vintage 3ttt CHRO-MOLY stem EXTREME handlebar

Hi everybody, I love that pulley welded under the stem, very elegant in the form and efficacious while braking. I've seen it ever, does somebody tell me something about this solution?

I supposte it's one of the earlier mtb handlebar set made by 3ttt (TecnoTubiTorino). The CHRO-MOLY stem is 85mm and should be tig welded, EXTREME bar measures 64cm and come back 3cm on both sides. VERY COMFORTABLE!!

I think that pulley is a very powerfull solution for cantilever brake type
