Very rare Simplex derailleur

An unusual version of the collectable Export 61.
This must be a very rare mech ..anyone encountered this before or have any info’ on it?

How did they work without cogs on the jockey wheels?

Not really a problem surprisingly -the chain tends to stay put.

Historical piece no doubt but my god I'd feel a fool spending that much on an inefficient shifting system.
