Anything is possible but i have had a good look at the rest of the frame and am fairly sure that the rest is OK. The problem tracks back to using an Easton CT2 seatpost which does not have a top cap. all sorts of crap could, and did, go down the seat tube.
 
I agree with Sunchaser.

If you repair the frame, its going to need re-painted anyway, so strip the paint off the frame and do a proper inspection prior to deciding anything.

Might be a bit technical, but a borascope will let you see inside the tubes to see what like the rest are.

If the frame is worth it to you, pretty much anything can be repaired, but that might take some faith and commitment.

My Fuquay needed a whole new seat tube cut out and replaced. It was worth it. Top tip ....... The frame builder replaced it with a wider 853 tube in order to not affect the angles after the tube had been cut out Top job was done at what I thought was a reasonable cost .
 
Yeah mercian cycles in derby did mine and they used 853 as well,exernally it was still 31.8 though just a bit thinner walled.The only problem with mercian was than they dont tig,they only braze :(

Brazing is better for a repair. It's at a much lower temperature than welding, so the damage caused by re-heating the top tube and stays, that have already been weakened by welding once in their lives, is much less.

I agree that Mercian are very old-fashioned and seem to refer to TIG as if it was the plague, but I think they have a point in terms of a repair.
