Well apart from custom decals this is now finished.

Frame bought for £92.00 believed to be french. Bought at french auction and 30.0 seat tube. Had to modify front mech slightly. 3.7lb frame NOS with no serial numbers anywhere, nothing, no bb stamp either. Chain stays very slender near bb getting fatter towards simple cast dropouts. Mono stay is very slim and tire height clearance on seat stay seems a lot. Cable guides would have been betterin the side or top of top tube as underneath it's a tight fit for front mech middle cable. Head tube extends more than usual above top tube. Frame is true and very fast off the mark. Guessing mid 90's made.

why do you say it's french ?
Many frame were weld in USA, Russia or China.
If it's french, it would be a Vitus (because the rear wishbone)

Just an educated guess........1st clue 2x frames bought in france in auction , never used, same size (height) of monostay on the larger frame just longer main tubes......would poss indicate small frame builder playing.......no numbers........other people mentioned the french used 30.0 diameter seat tubes.....and the welding gas issue

There were a little society "RMS" (which made steel frme with a deltaV geometry around 88-89).
They tried to weld titanium in France for society like Lapierre in 93-94. But first production had problem, because welding titanium was not so easy ;-)

After, some road frame maker, like "Philippe" or around Lyon too, with reynolds titanium tubing…
