It looks nice but I can't tell what bike it is. Usually, the telling particulars are: weldings, dropouts, seatpost clamp, seatstaus bridge, hadtube, BB. try to put some more pics...

The vertical dropouts show it's a quality frame. No bosses for cantis, so it's after approx 1997.

Flat dark green metallic looks like a UK builder as American / Taiwanese ones tended to be a bit more busy...

..Saracen or Dawes perhaps?
 
any writing on the dropouts?
any framenumber seen anywhere?
any decals left?
any history on that frame?
any more pics? (looks like it has canti bosses but a good pic would clear this up.)
