Possibly year 1990 due to the headtube cable guides and 126mm rear spacing? Don't think its a MecaCycle or a Paris-Tours. Mystery frame.

I don't remember HT cable guides being around in 1990? 126mm didn't last for much longer though
 
I was pretty tempted to buy this so decided to research a bit. I think it is highly likely to be a Geliano frame, or at least related to Francis Quillon's output in some way.
There are lots of details that match up to various documented frames;

..has some similarities like the head tube reinforcing blending into the fillet which seems to be a bit of a Geliano trademark. The internally brazed slim crown fork is identical to the eBay example too.

I asked the seller for a bit more info and he shows the rear spacing as 130mm and sent me some more images of the fork. I think I've decided it's too small to take a punt on as I'd prefer a 57/58, but a cool frame for someone.
