Could someone tell me how to dtermine the year of manufacture of this bike i purchase off ebay?

Look for a circular date code on the back of one of those brake calipers.

Your bike looks like a Mistral from the colour scheme....

But those brakes and Valentino Extra gears were fitted to the lesser model , the Equipe....

Of course I'm only guessing your bike dates from around 1976. I got one off ebay that is exactly the same apart from the colour, but mine is a Claud Butler Electron. Same 1970's Holdsworthy product - different badge!

The frame number is 4202, but the Weinmann brakes are not dated.
The hubs are Suzue and the crank is a steel cottered, not alloy. So, it could be an upgraded Equipe?

My friend at work has a Holdsworth Roy Thame, which is a superb bit of kit.
I can't help with the year, but please keep the photos coming.
 
That age Brooks B17 will be date stamped as well, a two digit number stamped in the underside of the frame which corresponds to the year it was made (e.g. 79 = 1979). Though it probably won't tell you much about the age of the bike...
 
From the serial number I would say that it is late 1970s as I believe they reset the numbers around 1978/9 however it is not a Cyclone or Mistral as the lugs are different. I had a 1981 Professional which had a serial number of 6xxx so i would say probably around 1979.

The lamp braising on the fork, the 531 forks and the shape of the lugs would indicate that it is an Equipe to me!

So I guess it is an Equipe made to look like a super Mistral. The bars look original, but I don't know why it would have had a close ratio freewheel. I gotta say it is ever so comfy to ride ( on flat roads )
 
Suzue hubs were not OEM equipment. Very nice though :) I had a set of Suzue Large Flange on hard Fiamme as my training wheels back in the 70's. It too had a close ration freewheel with larger cogs than my TT bike to encorage "twiddling"..........

I'm pretty sure those bars are not original equipment. I think it should have GB drop bars.
I agree with Shaun, the wheels are not original. They look like alloy, whereas I'm sure the Equipe would have come with chrome steel wheels on Maillard/Atom hubs.
Those wheels you've got are a great improvement. Are they 27" rims or 700? They look a nice 'fit' to the brake calipers.
Also I am very surprised there is no date on your brake calipers.
