Finally caught this charity bike shop open today to pop in say hello & have a nosy. although im not into road bikes, this stood out as it looked a very nice bike - lovely joints especially the seat stay tops which were rolled over - single/fixie but wide rear drop outs to alter or keep as is - seemed to be a very nice bike for the price £50

Indeed.
It looks like there's a stop for a band-on lever(s) on the down tube.
But then the cable stop on the seat stay.
No other gear stops or tunnels

Id say someone's had access to brazing kit and had a go at reconfiguring it's purpose
