Once again, motorsport has shown the way.. In NASCAR the top teams have a fleet of around 15 chassis per driver for the season (used to be double that about 10 years ago!). Each chassis is measured by NASCAR for compliance with build materials and dimensions and given an RFID tag and you are then only permitted to use tagged & approved chassis during the season.
If the UCI brought in (at top level initially for cost reasons) RFID tags for the frames used by riders used at Grand Tour or Pro tour events, having inspected and approved them beforehand, they could even electronically seal the BB's, team wheels, etc which should stop any cheating on the bikes after approval. How often do BB's need changing during a tour anyway (considering the number of bikes used by each rider)?
Of course, this would be the same UCI that can't stop its support cars & TV bikes running onto/over/through its own riders, and is pretty much clueless about technical/development matters, more interested in whether you have the right logos in the right places on the team's shirts and provided you pay them to stick the 'rainbow' on any old crap bikes & components, they don't care.
Not connected to the motor issue, but after FIFA and the IOC/IAAF, the UCI is definitely one to have a look at...
