Bike has been relisted on an auction. Sale fell through and Mavic 217 rims now included.
I bought this as it stands and yes the cockpit angles are steep. I do have the original handle bars. Hopefully with the rims added it will go and then I can continue my search for a decent Trek from the 90's.
