U-brake question

I have never set up a U-brake before. Is only one side spring loaded? Doesn't seem right. Also there is some wiggle room around the plastic caps that cover the bolt holes. It seems like they should be held down better than they are. Advice welcome.

I got it to work. These brakes are ridiculously over designed. I see why they were quickly replaced with cantilevers.

Powerful brakes often better than canti's but very prone to clogging with mud due to clearance issues.
 
Thanks for the input guys. I'm looking forward to getting this bike trail worthy. I wasn't a bmx-er. Although I had a bunch of friends who were when I was a child living in California in the 80's. I have no experience with U-brakes. Cantilevers and V - brakes have always been my go-to. I got my first mountain bike in 1997 so that is the era that I'm most familiar with.
