Tyres popping off rims

I'm a retro newbie so please be nice!

I've just bought a peugeot elite as a fun first step in to retro biking. It's a lovely bike and in great condition. I think it actually has the original tyres on it. Needless to say they aren't roadworthy so I put a set of 700 x 23 tyres that I had hanging around.

The back on went on fine, the front one keeps popping off the rim. I've tried taking the tyre off and repositioning it but that hasn't helped.

The original tyres has the following markings on them : 28 x 1 5/15 x 1 1/16

The front rim has 28 x 1 5/8 written on it.

Are the tyres too narrow?
 
28 x 1 5/8" is the same as 700c - have you tried swapping the tyres between front and rear to see if that resolves the issue?
 
Most older rims did not have a true lip on the inside of the rim wall to hold the tyre firmly in place. They depended on the tyre having a solid wire bead that ensured even distribution of the air pressure over the complete circumference of tht tyre. If you are using a modern tyre with a more flimsy bead, or worse yet, a tyre with foldable bead, you are almost assured that the tyre will not stay in place.

Secondly, the tyre width that you are fitting does seem to be quite a bit more narrow that what you took off, so this can indeed cause problems for many rims.

Lastly, there is an international convention that removes all confusion regarding tyre sizing called ETRTO (http://www.etrto.org/page.asp?id=1685&langue=EN), all modern tyres indicate tyre sizing using this unit. You would be wise to use it instead of the numerous other marking that appear on tires. Did you know for example that a 28" tyre is often smaller than a 27" tyre. BTW, your 700c x 23 tyre is likely defined according to ETRTO as being a 622-23
 
The tyres that were on the bike did have a seriously strong bead on it. And the tyres I tried to fit were also really flimsy folding tyres so I think you could be on to something there.

Any recommendations for a new set of tyres?
 
I found this problem on old Raleigh recently. The customer wanted gator skin tyres and wire bead gatorskins popped off above 60psi. I had to supply new wheels in the end which is not bad thing as the old ones were steel and the pads did not exactly grip these rims well.

the only solution is to try out different tyres and find one that works at the pressure you want to run at. Or buy new/secondhand wheels and enoy pads that grip the rim.

If it were me I would buy new wheels its simpler.

I think I'm going for the new rims. I'm sure I won't get any problems with tyres plus the original ones are ridiculously heavy so I won't miss them much either.
