It looks like a 94 Hei Hei to me, all the decals, the measurements and the frame details seem correct.

Yes, this is in fact a 98 Hei Hei - it's apparent from the cable routing and the decals. Hei Hei down tubes were never gusseted though, that was the King Kahuna, starting from 1996.
