tug nuts on a revers horizontal drop out frame?

id go for drilling and tappping so you could put a small bolt through.

the small bolt method would only allow re fitting of the wheel to the correct chain tension and wouldn't stop the wheel moving in the frame ala pista/track bikes would it not?

Yes, it wouldn't stop it moving forward, only backwards.

ive done it works fine the easiest answer and what any single speeder imho should use is a half link chain stick the wheel as far back as it will go and jobs good!
