I hate skipping things.... I always try to repair rather than replace but the wheels on my Raleigh Rapide might be past it, what do you think?

Freewheel - grumbly bearings, part worn teeth
Axle is bent
Cones are heavily pitted
Spokes are galvanized, oxidized with many siezed nipples
Spoke tension is all over the place, I reckon it was badly buckled at one point and then trued badly
Rim has worn on the face, not the braking surface as the pads were set up overhanging! The wear is ~0.5 mm deep

Really, the only thing not stuffed is the hub body. Does that have any value? It is a 1983 Mailard alloy low-flange. I thought I’d keep the wheels for a back-to-standard rebuild one day, but now I think I’m wasting my time.

What will a pair of reasonable, period wheels cost?

Re:

It does sound like it's the end of the road for those wheels, I think the only thing left to do is recycle or up cycle them.

27 inch or 700c?
27 x1 1/4 on ebay for as little as £36 a pair .

Sounds bad. Agree with @hamster.

Don't know about the market situation in your area, but I've picked up quite a few nice vintage wheel sets on local classifieds sites and car boot sales for €30-€50.
