Tight seat collar

I just had a bicycle frame repainted and the rear brake mount and seat collar are tight, is there some prep that can be done to open up the holes a bit to allow the collared hardware to slide in easier without damage to the paint?

Frame is a 82'-83 Rossin

the mechanic had this tapered reaming tool that removed a small amount of material... did the trick.
