Forgot to update the thread regarding the shims ! After removing one of the shims, a 1"1/8 headset fits fine on the headtube, while the shims accomodate a 1" headset, so i'll go ahead and consider them like simple headsets asapdaters / reducers (see pic).
Canti guide + 1"1/8 would roughly make it '94-'95, right ?

The only none Russian frames with Ti noodles I know of are early Voodoo Ti CX frames from Asia.

Without the shims, what does the headtube look like?
 
Here it is.
Though headset was pretty easy to fit in, i still believe the shims where just size reducers...What do you think ?

Yep. If I had to bet my life on this, it's Russian.

Externally butted / reinforced headtube is the common sign. They are still doing it today.

AFAIK, no US nor far Eastern manufacturer did that.

Just to make sure : i can get the shims off and set a 1"1/8 headset instead, right ?
