Rody you aren't alone there. Over here (Aust not UK) the only person I'd trust to even comment on a repair is an experienced Ti frame builder and repairer (and frame repairer in general), and his response is mostly yes it can be fixed but how much do you really want to spend.

I would love to have seen what the original problem was before the patch was added.
 
Good to have your opinion on this rody- value your years of experiance but may have misled you with the word "chap".

He was indeed a nice chap but he, like yourself, builds bikes both steel and Ti. At this stage I have had a quick conversation and have sent him various photos of the offending patch so he can come back to me with his diagnosis. Prob. going to say much the same as you have but I don't want you to get the impression I am a half-wit who doen't value his own safety, just making sure that I know what my options are.
