Wow, the house of lords did something useful for once.
This was an evil idea for a law. Throwing in "annoyance" and keeping it so vague essentially makes it illegal do to anything. I imagine, for example, that expressing dissent is annoying for the current crop of bastards. I'd rather they didn't get any more creative with legislation than they already have.
