First foray into skinny tyres

It's a wee bit on the small side, and has some woeful componentry, but it's a start. Only really needs bartape and some new blocks to be rideable, then if I get on OK with it I'll change some stuff. If not, I'll make it into a fixie and sell it to one of those hipster-type chaps for a vast profit
Frame actually seems OK. I love the bridge:
Now for some (probably very stupid) n00b questions:
1. The wheels are 26" but have plenty of clearance front and back. Will 27" wheels go straight on, axle width and caliper reach permitting?
2. I'd like to keep it period (and cheap) if possible - would leather-face blocks slow it down any better or should I just junk the wheels for some cheap alloy rims?
3. What is, or was, this? Just out of interest, before I butcher it into a lamp-mount:
