Stuck stem

bolt came out but stem wont budge .

Did you undo the bolt a couple of turns and give it a good tap to loosen the wedge first before undoing the bolt?

the wedge is free , it is stuck in headtube but moving .

Another vote for PlusGas here - did the trick with a stuck stem for me.
