Sorry Jon, I didn't make it plain enough. Here we go:
Loosen the top cap bolt and then loosen the stem bolts.
Tension the top cap bolt (just a nip up at first) turn the handle bars from side to side to test for freeness and also try to roll the bike fore and aft with the front brake on, the headset shouldn't be clunking or sloppy at all but don't over-tighten it.
When you're happy with that tighten the stem bolts.
