Hopefully @MattiThundrrr can shed light on this. I think it has to do with the double tubes in the frame.

As i understand it, the term was used because the stays form an arch from the rear drops to the downtube, and the piece that the steering tube is attached to is cantilevered out from that structure. Bit of explanation, see post #5 here:
